Key Updates

1. Initial Card Validity Reduced

  • First-Time Applicants: Labourer cards will now be valid for two years instead of five.
  • Renewal Requirement: To extend the card, applicants must provide proof of employment in a labouring role. Approved renewals will grant a five-year card.

2. Extended Validity for the Health, Safety, and Environment (HS&E) Test

  • The CITB HS&E test results, previously valid for two years, will now be valid for three years, simplifying the renewal process.

3. Impact on Current Labourer Cardholders

  • Existing Cards: Any Labourer card issued before February 2025 will remain valid for its full five-year term.
  • Renewal Process: Renewal will require evidence of current employment in a labouring role.

The Purpose Behind These Changes

These updates reflect the stricter safety and competency standards set by the Building Safety Act, ensuring:

  • Labourer cards are issued only to active labourers.
  • Enhanced safety and accountability within the construction industry.

What Labourers Need to Know

For New Applicants

  • Your first card will be valid for two years.
  • To renew, you must demonstrate ongoing employment in a labouring role to qualify for a five-year card.

For Renewal Applicants

  • If your Labourer card has expired within the last year, you can renew it for five years with proof of employment.
  • If it has been expired for over a year, you’ll need to appeal and submit evidence of your labouring duties.

Evidence Requirements

  • Employer Letter confirming your role as a Labourer.
  • Labourer Declaration Form (available from February 1, 2025), completed by a contractor for self-employed workers

Card Usage and Compliance

Only individuals actively performing labouring tasks on construction sites should hold a Labourer card. Workers performing non-labouring tasks, such as administration or occasional site visits, do not need this card.

Next Steps for Labourers

The changes ensure Labourer cards remain relevant, competency-focused, and compliant with industry standards. By February 2025, applicants and cardholders must adapt to the updated process to align with the evolving construction landscape.
